Crypto media and data firm Blockworks filed a comment letter on October 20, 2026, urging the SEC to create a new role called the Qualified Onchain Disclosure Agent, or QODA, as part of its proposed Regulation Crypto Assets exemption framework. This entity would be independent and standardized by the regulator, helping token projects automate their disclosure obligations instead of manually compiling data. Blockworks also requested adoption of specific elements from its Token Transparency Framework, particularly regarding token loans and market-maker agreements, both of which can affect circulating supply. The framework, launched in June 2025, has recorded 213 filings since its inception, and the Transparency Alliance, formed in May 2026 with Coinbase, Binance.US, and Kraken among its participants, has been moving in the same direction. If the SEC adopts this approach, smaller token projects could lower compliance costs while investors would benefit from standardized disclosures, though open questions remain about qualification criteria, independence from paying projects, and regulatory timing.
