The European Union and eight countries signed on October 14 in Strasbourg a Council of Europe protocol strengthening tools for freezing, seizing, and confiscating criminal assets, including cryptoassets. Georgia, Greece, Hungary, Luxembourg, Monaco, Montenegro, San Marino, and the United Kingdom are among the first signatories. This text complements the 2005 Warsaw Convention and enables emergency measures without prior notice, as well as confiscations in certain situations without criminal conviction. Five ratifications, including three from Council of Europe member states, are required for its entry into force. Exchanges between competent authorities can now occur within three days for urgent requests.
