China has proposed adding advanced artificial intelligence technologies to its export control list. The draft, unveiled on October 16, 2026 by the Ministry of Commerce and the Ministry of Science and Technology, covers 40 technologies across three fields: artificial intelligence, biomedicine and photovoltaics. AI dominates the list with 23 specific items, including large language models, intelligent agents and computing clusters. Model weights and source code will face restrictions when products surpass designated performance thresholds. The public consultation runs until November 15, 2026, with an interim pre-export registration requirement already in effect. Chinese AI developers with international ambitions could face new registration steps, approvals or outright limits on cross-border partnerships.
