Xi Jinping called for the construction of a national integrated computing power network during a speech in Inner Mongolia, where electricity costs average around 0.33-0.35 yuan per kWh. As of May 2026, the region’s computing capacity reached 315,000 petaflops, of which 297,000 petaflops are dedicated to intelligent computing for AI. Twenty of China’s thirty leading private computing companies are already operating in Inner Mongolia, with investments exceeding 200 billion yuan. This initiative is part of the ‘East Data, West Computing’ strategy approved in 2021 and the ‘six networks’ framework of the 15th Five-Year Plan, with a target of 9,800 EFLOPS by 2030.
