The Central Committee of the Communist Party of China and the government published a 19-measure notice on October 9 requesting the construction of a national blockchain network. The document contains no timeline, budget, or mention of Bitcoin, extending China’s restrictive policy on cryptocurrencies in place since September 2021. The National Data Administration estimates investment in these infrastructures at approximately 400 billion yuan per year, or nearly 58 billion dollars. China still accounted for 11.7% of Bitcoin’s global hashrate in January 2026. The data infrastructure roadmap targets a national deployment by 2029.
