Twenty-three countries hold BTC acquired through direct purchases, judicial seizures, mining, or sovereign fund exposure, with 15 having implemented an explicit long-term holding strategy. In 2025, five new countries joined the list: Brazil, the Czech Republic, Luxembourg, Saudi Arabia, and Taiwan. France does not appear on the list, as seized cryptocurrencies on its territory are meant to be resold.
