Canada launches a 13-member national AI council under Prime Minister Mark Carney

On October 2, 2026, Prime Minister Mark Carney announced the creation of the Prime Minister’s National Council on Artificial Intelligence, a 13-member group drawing from academia, industry and public service. This advisory body is tasked with guiding Canada’s ‘AI for All’ strategy, focused on accelerating AI adoption, developing national champions and strengthening sovereign AI infrastructure. Its members include Yoshua Bengio, scientific director at LawZero and Mila, Valérie Pisano, CEO of Mila, and Michelle Zatlyn, co-founder of Cloudflare. The council follows a recent federal investment of CAD 150 million in Bengio’s LawZero for safe-by-design AI development. The council’s influence will depend on whether its recommendations translate into actual policies, procurement and funding decisions.
