A16z Crypto’s Miles Jennings says the Genius Act makes the onchain shift hard to reverse

Miles Jennings, head of policy and general counsel at a16z Crypto, said at the a16z Crypto Korea Summit in Seoul that the GENIUS Act made it hard to reverse the migration of finance onto blockchains. This US stablecoin law was signed on July 18, 2025, and requires issuers to maintain 1:1 reserves of high-quality liquid assets. According to Jennings, this legislation embedded in law offers a durable foundation for onchain finance, as unwinding a law passed by Congress requires a new legislative action, a slower and more public process than reversing an agency stance. The summit brought together representatives from Morpho, Digital Asset, and OP Labs to discuss decentralized finance and artificial intelligence integration.
