Ukraine’s Ministry of Digital Transformation has proposed that its national AI and Blockchain Sandbox serve as a testing ground for European digital policy. Launched in mid-2025, the sandbox has already received over 100 applications and currently hosts roughly 25 companies in active testing phases. Minister Oksana Ferchuk pitched the concept at Global Tech Kharkiv 2026 as a way for the EU to stress-test AI governance frameworks before codifying them into law. The initiative covers diverse sectors including GovTech, DefenseTech, MedTech, AgroTech, and EdTech, unlike more specialized sandboxes in the UK, Denmark, and Spain. The sandbox uses the Council of Europe’s HUDERIA framework for conducting human-rights impact assessments on AI and blockchain products.
