CFTC staff presses exchanges on political speech prediction market bets, asks how to prevent manipulation

CFTC staff published a September 22 advisory recommending that platforms detail surveillance measures for each contract tied to a person’s words or actions due to heightened manipulation risks. The non-binding advisory poses four questions about outcome verification, insider restrictions and surveillance tailored to each contract. Despite this guidance, Kalshi continued listing these markets the following day, with volumes reaching around $125,776 on a contract related to Donald Trump’s statements during Xi Jinping’s state arrival. A recent CFTC settlement revealed that a White House teleprompter operator had earned $107,539 by trading contracts based on advance knowledge of presidential speeches.
