Russian diesel exports have fallen by more than 70%, dropping from approximately 817,000 barrels per day in 2025 to around 234,000 barrels per day in July 2026, following Ukrainian drone strikes on three of Russia’s six largest refineries. The Kirishi refinery is completely offline while facilities in Volgograd and NORSI are operating at reduced capacity, forcing Moscow to maintain its export ban on diesel, marine fuel and gas oil through at least September 30, 2026, potentially extending to October 31. Retail diesel prices in Russia have climbed 18.4% year-to-date, reaching 70,546 rubles per ton in September 2026. As the world’s second-largest diesel exporter after the United States, Russia is leaving a considerable supply gap in the global market.
