China on September 17 condemned the newly enacted US legislation targeting Russia and Iran through Foreign Ministry spokesperson Guo Jiakun, calling it an illegal unilateral measure lacking UN Security Council approval. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 passed the House of Representatives on September 16 by a 262-159 vote and was signed by President Donald Trump on September 18. The law authorizes tariffs of up to 100% on major importers of Russian oil and gas and extends the Iran Sanctions Act of 1996 through 2031. China, one of the world’s largest importers of Russian energy, is directly affected by this legislation. Beijing reiterated its opposition to US extraterritorial sanctions, stating that its normal trade relationships with Russia and Iran are not intended to harm any third party.
