President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act on September 18, 2026, imposing tariffs of up to 100% on the top five importers of Russian crude oil and natural gas, and up to 500% on Russian goods shipped to the United States. China and India, which together account for approximately 87% of Russia’s crude oil exports, are the primary targets, with China absorbing roughly 50% and India around 37% of these shipments. The bill cleared the House on September 16 with a 262-159 vote, and also extends existing sanctions on Iran’s energy and weapons sectors through 2031. The tariff provisions include a five-year sunset clause and waiver provisions for national security grounds.
