Senate Setback Leaves CLARITY Act Facing Long-Shot Revival

The CLARITY Act failed to secure the required 60 votes during a Senate cloture vote on September 15, blocking advancement of this crypto market structure bill. Senator Thom Tillis filed a motion to reconsider the vote, keeping the procedure open. Adrian Wall, managing director of the Digital Sovereignty Alliance, said senators from both parties are considering another attempt before the current Congress ends, though he described the prospect as complicated and a long shot. Prediction markets such as Kalshi now show just an 8% chance of the bill passing before January 1, 2027.
