US Congress advances the Strategic Bitcoin Reserve, but no new spending for BTC purchases

The US House Financial Services Committee approved the American Reserve Modernization Act (ARMA, H.R. 8957) on September 16, 2026, by a vote of 28 to 21, seeking to codify the Strategic Bitcoin Reserve initiated by President Trump’s executive order in 2025. The bill requires the Treasury to create a secure storage infrastructure and a comprehensive inventory of federal Bitcoin holdings, but Section 9 explicitly prohibits any borrowing, new taxation, or deficit spending to acquire Bitcoin. The US government already holds approximately 324,527 BTC, valued at nearly $24.9 billion at current prices, making it the world’s largest sovereign Bitcoin holder. The legislation mandates a minimum 20-year holding period with a maximum of 10% of assets authorized for sale every two years after that deadline, potentially creating a sustained supply shock over two decades.
