The CLARITY Act failed a cloture vote on September 15, 2026, with a 49-50 result, falling short of the 60-vote threshold needed to advance the legislation. The bill was designed to establish clear jurisdictional lines between the SEC and CFTC over digital assets. Strategy Inc. currently holds 845,050 BTC, purchased for approximately $63.73 billion at an average price of roughly $75,412 per coin. Saylor believes existing regulators already possess the tools they need, and that the absence of new rules removes the risk that Congress might write bad legislation.
