Can the US Bitcoin reserve bill survive Congress with 6% odds?

The U.S. strategic Bitcoin reserve proposal, known as H.R. 8957 or the American Reserve Modernization Act (ARMA) of 2026, is set to be considered by the House Financial Services Committee on September 16. Sponsored by Representative Nick Begich, the bill aims to formalize a strategic BTC reserve with a minimum 20-year holding requirement. The odds of final passage before 2027 have dropped to 6%, down from 60% last December, due to a tight congressional calendar ahead of November midterms. The U.S. government currently holds approximately 328,000 BTC, worth about $25 billion, making it the largest government Bitcoin holder in the world.
