China sets conditions for US AI talks, criticizes Anthropic over model distillation dispute

China has set preconditions for AI negotiations scheduled in September with the United States while strongly criticizing Anthropic, the creator of the Claude model. The dispute centers on allegations that Alibaba’s Qwen AI lab orchestrated a massive campaign to extract capabilities from the Claude model, using nearly 25,000 fraudulent accounts to generate 28.8 million unauthorized queries between April and June. The US Commerce Department restricted access to Anthropic’s advanced models in June, citing national security concerns, prompting Beijing to denounce American « AI hegemonism. » These tensions now threaten bilateral AI safety talks that were meant to establish guardrails around artificial intelligence development.
