Ukrainian strikes on the Slavneft-YANOS refinery in Yaroslavl, one of Russia’s five largest with a capacity of approximately 15 million tonnes of crude per year, have reduced national refining capacity by approximately 25% by late June 2026. This attack caused a 15% domestic fuel shortfall and rationing in at least 56 regions across the country, including Moscow. Ukrainian President Volodymyr Zelensky confirmed the strikes on June 28, while Russian President Vladimir Putin acknowledged the shortages, calling them « obvious. » In response, Russian authorities legalized the sale of lower-grade fuels and increased fuel imports.
