Washington launched Operation Economic Outcast on August 24, a broad offensive against Iranian financial networks targeting nearly 60 entities, individuals and ships, including 30 crypto addresses. For the first time, an entire sector, crypto-assets, was designated as sanctionable under Executive Order 13902, alongside technology, gold, aviation and maritime transport. The Mabna Institute, an Iranian hacking group linked to the Islamic Revolutionary Guard Corps, received approximately $16.8 million on its Bitcoin, Ethereum and TRON addresses since January 2018, including $15.5 million on just ten addresses controlled by Keyvan Fayaz. Sectoral sanctions now expose any platform worldwide to secondary sanctions if it processes a transaction for an Iranian actor in the digital sector, even unknowingly.
