How a former crypto user’s archived Binance data ended up in a foreign terrorism prosecution

Yuri Belenkiy, a 49-year-old Russian passport holder with a Bulgarian residence permit, was detained in Russia in September 2025. He is accused of sending more than $700 in crypto assets to Ukrainian recipients between January 2023 and March 2024, funds allegedly supporting a group linked to the Azov military unit, designated as a terrorist organization by Moscow. Although Binance formally exited Russia in September 2023 by selling its operations to CommEX, Belenkiy’s personal and transaction data was provided to Russian authorities as part of the investigation. Documents reviewed by Reuters show that Binance responded to a law enforcement request from an address using the domain binanceholdings.ru, providing Belenkiy’s date of birth, residential address, phone number, passport number, and copies of his identity documents.
