The EU is rolling out a sweeping package of subsidies and investments to support its homegrown AI companies against better-funded American and Chinese rivals. The InvestAI initiative, launched in February 2025, aims to mobilize €200 billion, including €50 billion from public sources. Brussels opened a tender in July 2026 for the construction of up to seven AI gigafactories backed by approximately €10 billion in public funds. Private money has followed: venture capital in EU AI companies reached $6.8 billion in 2025, and AI-related firms accounted for over 50% of European startup investments by 2026.
