Clarity Act procedural vote set for Sept. 15, Coinbase CEO confident

This vote will require 60 votes to advance, but does not constitute a final passage of the bill. Coinbase CEO Brian Armstrong has nonetheless expressed confidence, calling the legislation a « done deal. » The Clarity Act aims to establish a federal framework for digital assets and clarify the division of regulatory oversight between the SEC and the CFTC. Market participants interpret these developments positively, with a notable increase in the implied probability of the law being signed by 2026.
