Binance is accused of sharing transaction records and personal data of Yuri Belenkiy, an IT specialist suspected of sending more than $700 in cryptocurrency between January 2023 and March 2024 to the Ukrainian military and the Azov Brigade. Russia’s central bank has published a draft decree integrating cryptocurrencies into the prudential framework for financial intermediaries, with a 25% cap for exchange-traded cryptocurrencies. Binance has blocked transfers with HTX and ten other platforms for European users to comply with the EU’s latest sanctions package against Russia. The exchange officially left Russia in September 2023 by selling its local operations to CommEX, but remains under investigation.
