Turkey has proposed permanently transferring 70 M39 ATACMS ballistic missiles to Ukraine as part of an approximately $300M weapons package. The US State Department notified Congress of this proposal on August 6. This transfer represents the largest third-party transfer of US-origin weapons to Ukraine. The package also includes 12 M270 multiple launch rocket systems, 2,524 M26 DPICM cluster munitions, and 47,000 203 mm artillery shells. Congress has a 15 to 30-day review window, after which deliveries could begin as early as August 2026. Turkey is modernizing its military by offloading older US-made equipment to free up budget for domestically produced alternatives.
