Zelensky orders targeted sanctions operation against Russia’s military industry, raising new crypto compliance questions

Ukrainian President Volodymyr Zelensky signed Presidential Decree No. 704/2026, imposing sanctions on 23 companies and 20 individuals involved in Russia’s military-industrial supply chain. Targets include firms supplying components for strategic weapons systems such as the Iskander-M missile, various drone programs, and air defense infrastructure, notably the Morozov Plant (a Rostec subsidiary) and Belarusian company Kidma Tech. Ukraine and the European Union have expanded their sanctions regimes to cover the cryptoasset sector, targeting crypto networks and exchanges suspected of facilitating sanctions evasion, including the A7 ecosystem linked to Promsvyazbank. These developments intensify compliance pressure on cryptoasset exchanges, which must strengthen their screening and transaction monitoring procedures.
