The Trump administration has refunded approximately $100 billion in tariffs collected under the IEEPA law, representing about 60% of the $166 billion collected in 2025. The Supreme Court invalidated these tariffs in February, ruling that the IEEPA did not authorize them. A federal judge subsequently ordered the full reimbursement of these amounts to importers. More than 330,000 importers are affected, with over 53 million entries involved. The Trump administration is now attempting to recreate these tariffs through other legal authorities.
