During the COVID-19 pandemic, most schools equipped every student with a laptop or tablet using federal pandemic funds to address the digital divide. Today, many schools are reconsidering the role of technology in education. By July 2026, lawmakers in at least 17 states had introduced or debated legislation on classroom screen time, and six states had enacted new laws. Iowa limited digital instruction for elementary students, Utah banned one-to-one device ratios for kindergarten through third grade, and the Los Angeles school district eliminated in-school screen use for pre-K through first grade. Research shows that technology is most valuable when students actively use it to investigate, analyze, and solve problems, rather than for passive consumption.
