The Banking System Prepares for Quantum Risk, Hong Kong Highlights the Urgency of the Task

The Hong Kong Monetary Authority (HKMA) published its first Quantum Preparedness Index (QPI) for the banking sector, scoring only 2.3 out of 10. Approximately half of the surveyed institutions have no formal transition plan toward post-quantum cryptography (PQC), and 45 % lack a structured inventory of their cryptographic assets. The HKMA targets a score of 10 out of 10 for the entire sector by 2030. While the quantum threat timeline remains uncertain, the white paper highlights the « Harvest Now, Decrypt Later » strategy, which involves collecting encrypted data now for future decryption with a quantum computer. The regulator plans to co-develop a PQC readiness tool with the Hong Kong University of Science and Technology and to organize training programs for the sector.
