Vietnam launched a five-year pilot program for tokenized assets under Government Resolution No. 05/2025/NQ-CP, signed on September 9, 2025. Five crypto asset exchanges are progressing toward licensing, each required to meet a minimum charter capital of VND 10 trillion, approximately $383 million, and maintain Level 4 information security certification. Access will be restricted to foreign investors initially, with mandatory settlement in Vietnamese Dong and domestic participation allowed six months after the first license is issued. The country, home to approximately 17 million crypto holders, becomes the 46th globally to recognize digital assets as property, with operations potentially beginning as early as Q3 2026.
