Utah Becomes First State to Target VPNs in Age-Verification Crackdown

Utah has become the first U.S. state to directly target VPN use in age verification enforcement. Bill SB 73 requires websites hosting adult material to verify the age of visitors physically located in the state, even when users employ VPNs or proxy servers to mask their location. Website operators are prohibited from providing instructions to help users bypass age checks through VPN usage. The Division of Consumer Protection can impose administrative fines of up to $2,500 per violation, and verification providers cannot retain identifying information after granting access.
