The United States has warned its allies against participating in Chinese-led artificial intelligence initiatives as part of a campaign to protect critical supply chains and consolidate American AI leadership. Washington launched Pax Silica in December 2025, a framework bringing together Japan, South Korea, the UK, and Australia to secure semiconductor and AI supply chains. China responded with the creation of the World Artificial Intelligence Cooperation Organisation (WAICO) in July 2026, counting 29 founding members including Russia, Pakistan, and Brazil. US export controls serve as the primary enforcement mechanism, risking exposure of allied participants in Chinese initiatives to restrictions on American semiconductor technology. Brazil, as the largest economy in Latin America and a BRICS member, represents a significant setback for US efforts to contain Chinese technological influence in the Global South.
