Ukraine struck oil-processing facilities in Russia’s Perm region and Tatarstan during overnight drone attacks, targeting the Lukoil-Permnefteorgsintez refinery and the TANECO facility. Together, these two plants handle approximately 29 million tons of crude oil per year. By mid-2026, Kyiv has struck eight of Russia’s top ten refineries, contributing to localized fuel shortages across multiple Russian regions. The TANECO refinery sits more than 1,500 kilometers from Ukrainian-controlled territory, illustrating the growing range of these operations described by Ukrainian officials as « long-range sanctions. » These attacks target the infrastructure that turns crude oil into diesel for tanks, jet fuel for aircraft, and gasoline for military logistics vehicles.
