TRON’s quantum plan could leave some wallets able to pay but unable to replace their keys

TRON has released a draft design (TIP-899) aiming to become the first quantum-resistant blockchain network, implementing two quantum-resistant signature schemes: Falcon (FN-DSA-512) and ML-DSA-44. According to this design, some accounts could retain the ability to make payments through a separate active permission while losing the ability to replace their keys if network governance disables the signing scheme they depend on. TRON’s permission system separates owner authority from active permissions, meaning a key capable of sending payments does not necessarily have the power to replace account keys. Testing is underway on the Nile test network, and ML-DSA-44, based on NIST FIPS 204 finalized in August 2024, provides an alternative recovery path if properly configured. For wallets and custodians, payment continuity alone leaves the central recovery question unanswered.
