Telegram founder Pavel Durov has been charged with aiding terrorism by Russia’s Federal Security Service (FSB). Russian authorities allege that the messaging platform failed to remove channels, chats and bots used to organize terrorist attacks and sabotage operations on Russian territory. Durov has been placed on the international wanted list. Russia’s Investigative Committee is also investigating Telegram’s Daivinchik/Leo dating chatbot, allegedly used by Ukrainian intelligence services to recruit 19 teenagers aged 14 to 18, who were reportedly coerced into carrying out arson attacks against vehicles, administrative buildings and gas stations. Telegram has faced partial restrictions in Russia since August 2025 and accumulated over 100 million rubles in fines since the start of the year.
