Russia’s Federal Security Service (FSB) has indicted Pavel Durov, founder of Telegram, for assisting terrorist activities, accusing him of refusing to remove content used to organize attacks in Russia. The FSB alleges that Telegram hosted channels, groups and bots used by Ukrainian intelligence services and organizations classified as terrorist or extremist by Moscow, which were used to coordinate sabotage, attacks and cyber fraud operations. Pavel Durov has been placed on an international wanted list, but this is not an Interpol red notice: it is a Russian judicial warrant whose enforcement depends on bilateral agreements. Telegram has accumulated over 100 million rubles in fines since January, and Durov is also under investigation in France since his arrest at Le Bourget in August 2024. The entrepreneur, who resides in Dubai and holds French and Emirati citizenship, is also preparing to integrate a non-custodial GRAM wallet into Telegram applications, promised to be fee-free for over one billion users.
