Samsung and SK Hynix have announced combined investments exceeding 518 billion dollars, or 800 trillion won, to build four new memory fabrication plants in South Korea’s southwestern Honam region. President Lee Jae-myung wants to relocate the Gwangju Air Base, a joint facility with US military operations covering 8.3 million square meters, to build what could become one of the world’s largest chip manufacturing zones on the site. The target is infrastructure readiness by mid-2028, with initial semiconductor production expected by 2030, and a local referendum around October 2026 to approve the necessary relocations. Samsung and SK Hynix together control the majority of global DRAM and NAND flash production, and this expansion adds competitive pressure for Micron Technology, the only other major US-headquartered memory maker.
