South Korea announced on July 5 the creation of the Future Response Fund, a vehicle designed to reinvest surplus tax revenues from its booming semiconductor sector. The fund will combine public and private capital totaling at least $880 billion, anchored by commitments from Samsung Electronics and SK Hynix. South Korea’s top memory chip manufacturers are projected to generate over $65 billion in annual corporate tax revenues, which will be redirected toward semiconductor advancement, physical AI, and AI data centers. Samsung and SK Hynix each plan to build two new chip fabrication plants in the country’s southwest region. Enabling legislation is expected to reach Parliament in August, with a potential operational launch by December.
