Senate fails to pass Crypto Clarity Act before summer recess

This bill, formally known as the Digital Asset Market Clarity Act (H.R. 3633), aims to establish federal oversight for digital assets by dividing responsibilities between the SEC and CFTC. The bill had previously passed the House in July 2025 and advanced through the Senate Banking Committee in May 2026. This failure to secure a vote before the recess significantly reduces the likelihood of the bill being signed into law in 2026, with key actors being Senate Banking Committee Chairman Tim Scott and Senate Majority Leader Chuck Schumer.
