Senate delays Clarity Act vote to September, impacting 2026 law prospects

The U.S. Senate has postponed the vote on the Clarity Act (H.R. 3633) until after the August recess. This delay has significantly reduced the chances of this bill, which aims to establish a clear regulatory framework for digital assets, becoming law in 2026. The bill was already approved by the House of Representatives in July 2025 and advanced by the Senate Banking Committee in May 2026, but may not be considered before September according to Senate Majority Leader John Thune. Prediction markets reflect this loss of confidence, with the probability of the Act being signed into law by the end of 2026 falling to 13.5%, down from 26% a week ago.
