Russia has issued an international arrest warrant for Pavel Durov, founder of Telegram, accusing him of facilitating terrorist activity by failing to remove content used by Ukrainian intelligence and terrorist organizations to coordinate sabotage, mass killings, and cyber fraud. Telegram has more than one billion users worldwide, including actors on both sides of the Russia-Ukraine conflict. Russian authorities had previously attempted to restrict the app and promote their state-backed service MAX, yet the Kremlin and defense ministry continue to use Telegram for official communications. Durov, who holds French and Emirati citizenships, has denied any wrongdoing and stated he is being targeted for defending free speech and privacy protections. His whereabouts remain unknown.
