Putin Signs Russia’s First Crypto Law: Trading Is Legal, Payments Stay Banned

President Vladimir Putin signed Russia’s first comprehensive law governing digital currencies. It legalizes trading and custody but maintains the ban on using crypto as payment. Only entities registered with the state will be allowed to operate crypto exchanges from July 1, 2027, with a minimum capital requirement of 15 million rubles (about $187,000) and mandatory membership in a self-regulatory body. Banks will be authorized to block transfers suspected of routing to unregistered providers. Most provisions take effect September 1.
