The move is driven by Referendum 1944 on OpenGov, a proposal to create dotUSD, a protocol-native stablecoin, which commands 97.5% approval. Old layer-1 tokens moved in tandem: Cosmos Hub gained 23.3% over the week, Decred 19.4% and Ethereum Classic 18.3%, with no major known catalyst for any of them. Traders widened their bet on a Federal Reserve rate hike, pricing a 54.5% probability of a quarter-point increase at the September 15-16 FOMC meeting.
