OCC head promises final GENIUS rules by November

US Comptroller of the Currency Jonathan Gould announced that the OCC will publish the final rules implementing the GENIUS Act (Guiding and Establishing National Innovation for US Stablecoins) by November, ahead of the January 2027 effective date. The OCC released a 376-page proposal in February to implement this payment stablecoin law, signed in July 2025. The relevant government agencies, including the Treasury Department, the FDIC and the Federal Reserve Board, have until January 18 to finalize their regulations. Gould added that applications from stablecoin issuers could begin being processed starting in 2027.
