The European Central Bank has promised that the digital euro will offer the maximum level of privacy that current technology allows. Piero Cipollone, member of the ECB’s Executive Board, confirmed in an interview that the Eurosystem will not be able to identify either payers or beneficiaries, online or offline. Doubts remain, however: the CNIL and its German counterpart had called in May for a privacy threshold below which no transaction would be traced, considering the initial guarantees insufficient. The ECB recruited the company COTI in 2025 to strengthen technical privacy through a conditional payments system. The European Parliament has approved the regulation governing the digital euro and issuance remains planned for 2029.
