Massachusetts has implemented a « Bring Your Own Clean Energy » policy requiring data center developers to fund and procure 100% clean energy for their operations. This measure suspended applications for a 20-year sales and use tax exemption (which required at least 100 jobs and a $50 million minimum investment) until adequate protections are in place. An executive order signed on September 8, 2026 requires community benefits agreements for any project exceeding 25 megawatts peak demand, along with a Ratepayer Protection Fund funded by developers. The state targets a 50% reduction in greenhouse gas emissions by 2030 and net-zero emissions by 2050, aiming to add 10 GW of renewable energy and 5 GW of storage capacity by 2035.
