Hyperliquid and Multicoin Push CFTC Toward One Prediction Market Rulebook

The Hyperliquid Policy Center and Multicoin Capital submitted a joint comment to the CFTC on July 27 in support of the agency’s proposed prediction market framework while calling for two changes regarding how on-chain event contracts are designed and approved. This filing responds to the CFTC’s proposal to amend Regulation 40.11, which would establish a 90-day review process for contracts involving gaming, war, terrorism, or assassination. Prediction markets topped $50 billion in trading volume last month, drawing major traditional finance players into the space. The organizations are asking regulators to focus on settlement rather than treating trading itself as gaming, and are advocating for greater transparency in the CFTC’s decision-making process.
