Grayscale’s Zach Pandl says Crypto Clarity Act unlikely to pass this year

Zach Pandl, Head of Research at Grayscale, said the CLARITY Act is unlikely to become law this year, even though a deal is not technically impossible. The bill passed the House on July 20, 2025, with a 294-134 vote, and the Senate Banking Committee advanced it on May 14, 2026, with a 15-9 vote. The revised text that surfaced in July 2026 drew pushback from seven Democratic senators, preventing Senate leadership from scheduling a full floor vote. As of early August 2026, the odds of the CLARITY Act passing had fallen to 50 percent or lower. The legislation was designed to clarify the roles of the SEC overseeing securities and the CFTC handling digital commodities.
