France Telegram Case Turns 2: Is Durov Being Prosecuted for Saying No?

France’s criminal investigation into Pavel Durov and Telegram opened in August 2024. The founder was held for three days by French police and subjected to a year of mandatory police check-ins, with travel restrictions lifted in November 2025. Durov accuses governments of punishing Telegram for refusing censorship and surveillance demands he considers illegal. Telegram reported having blocked 23.6 million groups and channels this year, including 370,777 tied to child abuse material and 164,099 tied to terrorist content. The Telegram-linked GRAM token traded around $1.47 on Monday, down roughly 3% in 24 hours.
