FIFA proposed creating a $20 billion commercial subsidiary, the FIFA Forward Enterprise, allowing private investors to take minority stakes while retaining majority control. Spain and Portugal are threatening to withdraw from co-hosting the 2030 World Cup, whose future is now in serious jeopardy.
