FIFA proposed creating a $20 billion commercial subsidiary, the FIFA Forward Enterprise, allowing private investors to take minority stakes while retaining majority control. UEFA, along with all 55 member associations, launched an indefinite boycott of all FIFA competitions on July 30, seeing the proposal as a Trojan horse for privatizing football governance. Spain and Portugal are threatening to withdraw from co-hosting the 2030 World Cup, whose future is now in serious jeopardy. A senior FIFA adviser has already resigned in protest and the Asian Football Confederation has expressed deep concern about the proposal.
